CASE STUDIES:

1. Independent change assurance for a statewide policing transformation

Client: Australian state policing agency
Program: Statewide operational policing transformation
Engagement model: Two defined change-assurance engagements

The challenge:

The client was undertaking a major technology-enabled transformation affecting a large, geographically dispersed workforce of sworn officers and state service employees.

At two stages of planning, the program required independent assurance that its organisational change approach reflected frontline realities and could translate high-level strategy into consistent implementation across different roles, districts, specialist units and shifts.

What we delivered:

Across two independent reviews conducted at different stages of planning, Trifecta Solutions:

  • reviewed strategies and detailed plans covering change management, stakeholder engagement, communications, training and business readiness

  • assessed change and business impacts, stakeholder analysis, training needs, leadership engagement and implementation planning

  • tested the approaches against the requirements of a major operational system implementation and the needs of sworn and state service workforce cohorts

  • identified risks and improvement opportunities relating to role-based impacts, training, readiness, scope, governance and integrated planning

  • delivered two findings reports with prioritised strategic and tactical recommendations.

Value delivered:

The first review identified four priorities: deeper stakeholder analysis, member-centred impact assessment, clearer success measures and a more holistic training approach.

The subsequent review found that the strategic framework had strengthened but required greater execution-ready detail. It gave program leaders a practical pathway for developing role-based tactical plans, aligning delivery streams and strengthening operational readiness.

The repeat engagement provided an independent view of readiness and adoption risk at two important points in the program’s development.

2. Translating nationally coordinated reform into jurisdictional readiness

Client: Australian policing agency
Program: Nationally coordinated public-safety reform
Engagement model: Embedded senior change leadership

The challenge

The client is contributing to a nationally coordinated reform requiring Commonwealth, state and territory policy, systems, processes and operational practices to work together.

National requirements must be translated into practical jurisdictional implementation within a complex, geographically dispersed and continuously operating policing environment.

The program requires coordinated change leadership that can connect national objectives with local impacts, dependencies and readiness requirements.

What we are delivering

Trifecta Solutions provides embedded change leadership for the jurisdiction’s contribution to the program, including:

  • leading change planning and analysis across people, processes, technology and operational practice

  • engaging senior, project, policy, technology and operational stakeholders

  • identifying change impacts, implementation dependencies and readiness considerations

  • integrating communications, training and business-readiness activities into program planning and governance

  • advising on sequencing, risk and the practical implications of national reform for jurisdictional operations.

Current value

The engagement gives program leaders a clearer, integrated view of what the national reform means for the jurisdiction and the conditions required for implementation.

It connects change, communications, training and readiness activities to broader program planning while ensuring operational impacts and frontline requirements are represented in governance and decision-making.
